There are two sets of traffic signals at the Cambridge end of the bridge, one for the on-ramp and the other for the off-ramp of Memorial Drive, which passes under the intersection in an underpass. Some bicyclists and motorists, as in this photo, make it through the first traffic signal and must stop at the second one. Also note the sidewalk behind the low railing at the left side of the photo. Its alignment discourages use by bicyclists arriving on the bridge sidewalk and encourages them to use the bike lane instead -- generally a good thing when headed into Cambridge. Bicyclists headed away from the camera to reach the bike path at the Boston end of the bridge must get to the sidewalk on the left side of the intersection -- only it connects to the path.
